人防工程平战结合设计浅谈

The Analysis of Civil Air Defence Works Design for Both War and Peace Time Use

随着社会的发展和人民生活水平的不断提高,各种综合性的大型建筑不断涌现,人民防空工程的平战结合设计应处理好人防工程与总体规划的关系、人防工程与上盖多栋高层建筑物的关系、人防工程与地下空间的平时商业及车库的关系、人防工程的防护单元与消防防火分区之间的关系,要兼顾和平年代的使用功能和战争年代的防护功能,达到人防工程的战备效益、经济效益和社会效益的统一。

Following the development of society and people＂ s living standard, many kinds of complex buildings spring up. That brings lots of problems such as the relationship between air-raid shelter and the totally planning, the relationship between air-raid shelter and the building which was built upstairs, the relationship between airraid shelter and the underground space which is used as business and carport in peace time, the relationship between the protective unit of the civil air defense projects and the fire compartment. The civil air defense works need to design both for the use in peace times and the defence in war times. That need combine with its war readiness benefit, economic benefit and social benefit.
