摘要
国有企业劳动人事制度的改革,使人员结构进一步优化,用工总量和人工成本得到有效控制,为企业的经营、管理、改革和发展奠定了良好基础。但是,改革过程中遗留的问题也逐步显现,以解决生活困难为主要诉求的矛盾日益突出。采取非全日制用工的方式帮助下岗人员解决实际困难是一个有效方法,在化解群体性矛盾、维护社会和企业的稳定方面,取得了明显效果。
The reform of system of labor and personnel in state - owned enterprise has further optimized staff structure and effectively controlled total employment and labor cost, laid down good foundation for operation, management reform and development of the enterprise. However, the remaining problems in the process of reform have gradually appeared contradiction of how to resolve hard life become extruding day by day. To help the laid off personnel to solve real difficulties with part- time work is effective with which, we have resulted in solving massive contradiction, stabilizing society and enterprise.
