开放大学正成为一种新的办学模式,其独特的发展目标和办学功能决定其具有重要的社会价值,必定受到政府的高度关注。开放大学从创建之初就必须权衡自身与政府的关系,其中一个重要方面就是认清政府在其运作过程中所扮演的角色,这将直接关系到开放大学能否得以科学发展。

As a pilot project of the national reform in educational system, setting up Open University is a strategic choice in the construction of a learning society. Being a new educational model, Open University seeks its special development objectives and functions, which will highlight its important position in the society and is shown great concern by the government. In the initial stage of the establishment, Open University must balance its relationship with the government which is represented by determining the governmental role in the operation of the university which in turn determine if the university will be able to grow smoothly.
