摘要
日本3.11大地震发生后,衍生的福岛核事故令世人震惊。关于核物质等危险物质的安全问题的法律努力其实早已开始并渐进发展。本文通过对美国1986年《应急计划与社区知情权法案》的简介和概述,以期对我国应对突发事件的法制建设有所裨益。
After the earthquake in March 11,2011 in Japan,the derived Fukushima nuclear accident shocked the world.Legal efforts and gradual development on the security problem of nuclear hazardous substances had already started long before.This article introduces the Emergency Planning and Community Right-to-know Act of the United States and overviews emergencies of China,so as to make reference to the emergency laws.
