我国群体性突发事件及政府的应对措施

当前我国正处于经济转型、社会转轨的深刻历史变革时期,这种变革带来了社会财富的再分配和社会利益格局的调整。由于我国的政治制度尚不健全,社会组织的作用没有得到充分发挥,造成社会矛盾凸显,群体性突发事件时有发生。面对这些因人民内部矛盾引起的上访、罢工、抗法等群体性事件,我们有必要吸收和借鉴西方集体行动理论的研究成果,通过建立健全社会舆论引导机制,加强政府应对突发性事件的预警防范机制、处理机制和领导问责制等体制内和体制外的相关措施,抓住应对群体性突发事件的有效时机,正确处理和引导群体性突发事件。

At present, China is under the historical stage in the economic and social transform. Such changes bring about the redistribution of social wealth and adjustment of social benefits pattern. As China＇s political system is not perfect, as well as the social organization is not been fully functioned, it is also the period of highlighting the social conflicts and frequent occurring of group events. Faced with petition, strike, anti - law and other group events caused by the contradictions among the people, we try to absorb and learn from the western theory of collective action research, to seize the effective response time, correctly handle and guide the group events through the establishment of a sound mechanism which includes public opinion guide, warning and prevention mechanism, handling program and leadership accountability within and outside the government system.
