摘要
水电工程施工环境恶劣,建设队伍庞大,人员流动性强,建设过程中安全管理较为复杂。作为项目建设单位,如何发挥其在安全管理中的主导作用,整合参建单位资源,形成管理合力,全面提高工程安全管理水平,是值得探讨的课题。大岗山水电开发有限公司成立了以总经理为主任,公司副总经理和各参建单位第一责任人为副主任的安全生产委员会,坚持"任何施工部位都是不安全的,任何安全事故都是可以预防和避免的"理念,充分发挥业主在安全管理中的主导作用,使工程建设安全管理水平不断提高。
Due to the harsh construction environment,large construction teams and high personal mobility,the safety management in the construction of hydropower projects is very complicated.For management unit,it is worth discussing how to play the leading role in safety management,integrate resources of construction units to form resultant force and improve the overall safety management level.A committee of safe construction was established,in which,the chief manager of the company was appointed as the director,the vice manager and the first person-in-charge of the units in the construction were as vice directors.The concept of "any part in the construction was not safe and any safety incidents can be avoided" was insisted.We should fully play the leading role of the owner company and improve the safety management level.
