On the Changes in Government-Enterprise Relationship in the Construction Process of the Shanghai Baosteel Group Corporation

在20世纪70年代至2001年的宝钢建设过程中,政府与企业的关系阶段性地发生了变化。这一变化始于1983年。进入20世纪90年代,企业内在成长力开始作用于政府决策。2000年以后,两者之间的关系发生质变。曾集决策者、经营者和组织者于一身的政府转变为最有实力的股东。企业则进化成为能够发挥其主观能动性的经营主体。

Starting from 1983,the relationship between the government and the Baoshan Iron and Steel（Group） Corporation as it was originally called had periodically changed in the construction process of this hefty steel enterprise from the 1970s to the year 2001.In the 1990s,the growing strengths within the corporation had started to have an impact on government decision making.Since 2000,the relationship between the two had fundamentally changed with the government being the most powerful shareholder in its capacity as decision-maker,operator and organizer,while the enterprise evolved into an operating entity that gave full play to its own initiatives.
