社会应急救援队伍建设应突出执行力,以建设一支领导有力、组织合理、处置科学的指挥机构为中心,以通信指挥平台及应急队伍建设为两个基本点。要进一步建立完善的灭火抢险救援指挥体系;配置足够的硬件设施;增加灭火救援力量;转变观念,以建立强大的应急救援队伍。

The core of emergency response units is to develop their emergency response capacity with a command center with a strong leadership,and well formed scientific planning based on the platform of command communication and the development of units.This paper stresses the improvement of fire rescue command system and the deployment of proper equipment,the increase of fire rescue forces,the change of ideas about the development of emergency response units.
