摘要
:世纪之交 ,湖南经济发展面临两大任务 :实现经济腾飞 ,缩小与发达地区之间的差距 ;实现域内社会协调发展。为达到这一目标 ,需要最大限度地发挥有利因素对经济发展的牵引作用 ,克服软约束的阻滞作用。因此 ,必需处理好因循守旧与开拓创新、优先发展与共同富裕、发展滞后与“后发展利益”、不规模经济与规模经济。
In order to realise the two tasks of Hunan's economic development at present——realize the economic leap to reduce the gap between our province and the developed region,and realize the coordinated growth in region.It should exert beneficial factor's function to overcome the soft-band's hindrance.so it needs to deal with many relations.
