摘要
为解决中低收入阶层住房难问题,2011年进一步加大了保障性住房建设的力度。资金是保障性住房建设的一个瓶颈问题,本文对保障性住房的政策、建设情况和存在问题进行了分析,结合保险资金的性质与特点,提出保险资金投资保障性住房是一条安全、稳健的运用渠道。对保险机构来说,只有关注并管理好政策风险、投资风险和管理风险,才能获得经济效益和社会效益的双丰收。
To solve the housing difficulties of medium-to-low income population, the government further stepped up efforts at the social housing program in 2011, but has encountered the bottleneck of funding shortage. The paper analyzed the social housing policies, the implementation progress and existing problems, and proposed that in consideration of the characteristics of insurance funds, social housing was a safe and credible investment channel for insurance companies. It stressed that insurance companies could attain double harvests of economic profit and social benefits only by paying attention to and properly managing policy risks, investment risks and management risks.
