基于完全信息动态博弈的中国征地问题分析

Analysis on the Land Acquisition Issues in China

研究目的:提供分析现实中征地活动的一个视角,并为实现征地社会最优化提供建议。研究方法:完全信息动态博弈分析方法。研究结果:在征地博弈中,地方政府的强势、农民的弱势及农民维权成本的高昂是使得征地博弈均衡结果偏离社会最优的关键因素。研究结论:为优化现实中的征地活动,需要通过调整征地博弈的收益矩阵、降低农民维权成本等措施来从地方政府和农民两个角度增加对征地活动的约束。

The purpose of this study is to provide a new perspective to analyze the land acquisition, and propose some suggestions on how to achieve the social optimization during the acquisition process. Method used is the dynamic game theory with complete information. The results indicate that the strong position of local government, the week position of farmers and the high cost for the latter to maintain and protect their legal rights are the key factors that cause the equilibrium of the game deviating from the optimal one. The conclusion of the paper is that to optimize the land acquisition, we can adjust the pay-off matrix of the game and decreasing the cost of maintaining and protecting legal rights for the farmers.
