The Third Plenary Session of the 17th CPC started the prelude to a new agricultural reform and created better environment for the training of agricultural human capital.The global financial crisis had a great impact on the economic development of China,causing the attention of the whole society to the rural areas hindering the development of the national economy.The returning of some migrant workers have brought back new knowledge and technology.
