环境规制在我国两型社会建设中作用的实证研究

Impact of Environmental Regulation on Resource-saving and Environment-friendly Society

本文根据两型社会的内涵,构建了两型社会建设综合评价模型,并运用该模型对中国30个省市区2003—2008年的两型社会建设进程进行了测度和分析,对环境规制在中国两型社会建设中的作用进行了回归分析。研究结果表明:(1)中国两型社会建设进展迅速,但存在严重的区域失衡现象,促进区域协调发展对两型社会建设至关重要;(2)要促进中国的两型社会建设,应该从提高环境行政执法力度、进一步强化经济规制手段、加强对环境的舆论监督和指导、积极引导企业的自愿性环境规制行为、强化公众环境参与意识等方面入手。

This paper constructs a dual goal society evaluation model which means the resource-saving and environment-friendly society, and measures the level of dual goal society of China＇s 30 provinces from 2003 to 2008 with the evaluation model. On this basis, this paper analyzes the role of environmental regulation on the dual goal society construction in China through regression analysis. The conclusions are as follows： （1） The level of dual goal society in China rises quickly but the regional imbalance is serious, coordinated regional development is important for the dual goal society construction; （2） To promote the building of China＇s dual goal society, we should improve the environmental administrative law enforcement, to make further good use of the means of economic regulation, strengthen and guide public opinion on the environment, actively guide the behavior of voluntary environmental regulation of the business and strengthen public participation in environmental management.
