摘要
进入新世纪以来,小布什政府和奥巴马政府都将有条件的拨款资助与政策的贯彻执行紧密结合,以此作为改造薄弱学校的核心手段。虽然因所处的历史背景不同,政策的具体内容有所差异,但政策价值目标都始终指向公平与效率,并经历了一个不断修正和完善的过程。
Since the beginning of the New Century, Hussein Obama Administration in the United States have the George Walker Bush Administration and the B arack adopted the effective integration of conditional funding and implementation of the federal policies as the key tactic to improve the low-performance schools. In spite of the differences in the policies background and concrete measures, both Administrations take equality and efficiency as the target value and have gone through a process of continual modification and improvement.
