演化范式下中国自主创新导向型公共科技管理制度框架思路研究 被引量:4

摘要 2006年我国将自主创新正式确定为国家发展战略,自主创新成为理论界关注的热点。作为新的国家发展战略,实现自主创新需要相适应的制度保障和国家作用。然而,基于新古典范式形成的、以实现科技资源的有效配置为目的的公共科技管理制度,并不能很好地为实现自主创新战略提供有益的指导。我国公共科技管理制度需要范式转换,即由新古典转向演化范式,提出自主创新导向型公共科技管理制度是自主创新战略实现的必要条件,并基于演化范式从七个方面探讨了制度框架思路。 In 2006, China established formally independent innovation as a national development strategy. Independent innovation becomes the focus of theorists. As a new national development strategy, Implementation of independent innovation needs a role of institution and the state. However, public science and technology management system which it is formed based on neo-classieal paradigm, and its purpose is to achieve effective allocation of scientific and technological resources can not provide useful guidance to independent innovation strategy. We present that China public science and technology management system needs to transform paradigm: from the neo-elassical to the Evolutionary, and independent-innovation-oriented public science and technology management system is necessary condition for the innovation and development strategy. Finally, based on evolutionary paradigm, we study the framework ideas of independent-innovation-oriented public science and technology management system, and provided some useful theoretical guidance that help toachieve China's leapfrog development.
