开放经济发展强调推动要素、商品与服务自由流动,在国际国内经济发展大潮中优化配置区域资源,提升区域自我发展能力,在积极分享世界经济发展成果的过程中实现区域快速发展。西部内陆地区发展开放经济面临物流成本较高、综合配套能力较弱等制约。深入推进西部大开发,促进开放开发协调联动。在开发中夯实开放的基础、优化开放的环境;在开放中拓展开发的领域,提高开发的效益,是西部内陆地区的现实选择。

Openness and development of economy emphasizes on promoting free movement of factors, goods and services, op ＇tanizing regional resources and enhancing regional self- development ability in international and domestic economic development, realizing regional rapid advancement in the process of sharing world economic development fruits. Developing open economy in western interior areas is facing such restrictions as higher logistic costs, inadequate comprehensive facilities. We should deepen the development of West China and promote the synergy of its openness and development. It is a feasible suggestion to consolidate the base of openness in the process of development, perfect the environment of openness, explore new fields of development in openness, and improve the development benefits.
