国防军工企业保密资格审查认证科学性研究

The Scientific Study of the Recognition of Confidential Review and Certification to National Defense and Military Industry

在总结保密资格审查认证工作的基础上,提出工作中存在的问题,并且从保密资格审查认证评价指标体系建立、保密审查认证过程质量控制、认证员队伍建设等方面提出改进建议,使国家相关部门在保密资格审查认证或保密检查中适时掌握国防军工企业科技保密工作现状,为国防科技保密管理提供科学依据。

To prevent national defense and military technology from leaking out, our country implements qualification certification system to the industry who undertakes the national defense production. Based on the summary of the recognition of confidential review and certification working experiences, we propose the existing problems in practice work, and recom- mend improvements to confidential review from the establishment of certification evaluation index systems of confidential review, quality control of secrecy and certification process, and the team building of auditors and so on. Hence, the related national departments can obtain the current situation of scientific and technological secret timely in the process of confidential review and certification or confidential checking, and can provide scientific evidence for national scientific and techno- logical secrecy management.
