地理二元经济结构下的区际“以工促农”研究——基于区际工农产业分工与交易的视角

Study on the Interregional "Industry's Promoting Agriculture" in the Structure of Geographic Dual Economy:from the Perspective of Interregional Industrial Division and Trade between Industry and Agriculture

本文以地理二元经济结构为背景,从区际工农产业分工与交易的视角,运用逻辑实证的分析方法,探讨了区际"以工促农"的作用机理、制约因素及实现机制。研究表明,发达地区工业发展可以通过区际工农产业分工与交易活动提升欠发达地区农业部门分工水平,进而促进欠发达地区传统农业改造。而这种促进作用也会随发达地区与欠发达地区经济发展关系的动态演进而不断深化。但地方政府对区域产业发展的行政干预、劳动力和农产品市场的区域分割以及区际工农产业利益分配的失衡会对这种促进作用形成制约。因此,建立和完善地理二元经济结构下区际"以工促农"的事前激励机制、运行机制及利益均衡机制是十分必要的。

By means of theoretical reasoning and empirical analysis,this article discuss the effect mechanism,restraining factors,implementation mechanism of interregional 'industry's promoting agriculture' under the background of geographic dual economy from the perspective of interregional division and trade between industry and agriculture.The results indicate that industrial development of developed areas may enhance the level of division of agricultural sector in less developed areas through interregional industrial division and trading activities,and enhance agricultural reform in less developed areas.This will be deepened with the dynamic evolution of relationship between developed and less developed regions.However,the administrative intervention of local government to regional industrial development,the segmentation in labor and agricultural products markets and the off-balance distribution between interregional industry and agriculture may restrict this effect.Therefore,it is necessary to establish and improve the pre-incentive mechanism、operating mechanism and the mechanism of the balance of interests of interregional 'industry's promoting agriculture'.
