谈民主党派省(市)级组织办公自动化系统的建设

Discussion on Building Office Automation(OA) System in Provincial and Municipal Organizations of Democratic Parties

随着计算机技术的进步和互联网的高速发展,办公自动化系统(下称OA系统)已成为政府机关、企事业单位日常管理中必不可少的工具。尽管我国政府推行办公自动化已有二十多年的历史,但是OA系统在我国民主党派省(市)级组织中普及率仍然较低。随着中国共产党统战事业的飞速发展,民主党派作为参政党在国家政治与社会活动中起到的作用也越来越大。OA系统作为一种实现高层次的网络办公自动化的工具,势必成为民主党派省(市)级组织未来一个时期中重点关注和建设的对象。近年来,随着各民主党派省(市)级组织新一届领导集体的上任,建设具备党派特点、满足党派的OA系统的需求已经十分迫切。本文论述了民主党派省(市)级组织建设OA系统的必要性和可行性,并结合民主党派省(市)级组织自身特点,从内涵、功能构架和用户结构等对OA系统进行了进一步的探讨。

With the rapid development of computer technology and internet, Office Automation （OA） system plays an important role in daily management of government and enterprises. Although government has carried out the policy of using OA system for the past twenty years, the popularity rate is still low in the provincial and municipal organizations of democratic parties. As the united front affairs leading by Communist Party of China （CPC） are growing at very fast speed, the democratic parties are increasingly significant in politics and social activities. OA system, a tool of realizing web of office automation at a high level, will be definitely an object urgently concerned and constructed by the democratic parties in the future. Nowadays, it is imminently to build OA system that having the democratic characteristics and meeting the needs by the parties, especially after new leaders took over the work. In this article, we discuss the necessity and feasibility of building the OA system in democratic parties, and intensively study intension, management strategy, function and the constructing steps link to the characteristics of provincial and municipal organizations of democratic parties.
