石羊河流域武威市水资源社会化循环评估 被引量:12

A quantitative assessment of the social water cycle (SWC) in reaches of the Shiyanghe River

摘要 当前对水资源的合理开发利用和科学配置、建设节水型社会的对策,已从传统的水资源供给管理、技术性节水的阶段,发展到关注结构性节水和社会化管理的水需求管理阶段。虚拟水管理就是水资源社会化管理的一个典型例子。文中从社会经济系统对水资源的需求角度出发,应用水资源投入产出模型,通过量化经济部门对水资源需求的数量关联效应,对河西内陆河石羊河流域武威市区域的经济系统内各产业部门的虚拟水转移以及区域外输出进行测算,以为建立节水型社会体系、实现流域水资源综合管理、促进流域可持续发展提供参考依据。 The scarcity of water is the major causation restricting the development of soci-economy,especially to the Wuwei city located in Shiyanghe river northwest area.The countermeasures for water management and development has been moved to the stage of social management.And also the vitual water theory thrown a light on the social water cycle(SWC) analyses.In this paper,the input-ouput accounting model was employed to measure and describe the SWC.The water return of mainly sectors were achieved,as well as the water return discrepancy of obtained virtual water and real water were compared.Based on the analyses of SWC,some conclusions were obtained,it is useful to support the establishment of water-saving society and realize the sustainable development of Shiyanghe reiver basin.
