新加坡住房保障政策对我国保障性住房建设的启示

Inspirations of Singapore's Housing Security Policies on the Construction of Affordable Housing in China

住房问题是重要的民生问题。我国房价居高不下,中低收入群体仍然面临买不起房、住房难的困境。新加坡"人人有房住"的理念与我国住房的现实状况相比存在极大差距。当前,我国政府为解决中低收入家庭的住房问题,加大了保障性住房的建设。但是我国保障性住房供应的过程中仍面临许多困难和挑战,我们可以从新加坡的住房保障制度中借鉴成功的经验。

The housing problem is an important issue concerning the people＇s livelihood.However,China＇s housing prices remain high,and the low-income groups still face the predicament of housing difficulties and even inability of house affording.In comparison,there is a big gap between Singapore＇s housing concept of ＂shelter for all＂ and China＇s housing reality.Residence is an important component of civil rights and it is the government＇s duty to ensure the people who can not afford housing have room to live in.In order to solve the housing problems of low-income families,our government has increased the construction of affordable housing.However,there are still many difficulties and challenges in the process of affordable housing supplies.From this sense,some successful experience can be learned from the ＂Home Ownership Scheme＂ of Singapore＇s housing security system,and in this paper,practical policy recommendations for the improvement of China＇s housing security system are proposed.
