新农合定点医疗机构服务利用与农民“看病难看病贵”问题实证研究--北京地区2009年调查数据分析

Empirical Study on Solving the Problem of Difficulty and High Cost of Getting Medical Service through NCMS-Designated Medical Institutions:Analysis of Data from Beijing in 2009

本研究调查北京市农民对新型农村合作医疗定点医疗机构服务利用与"看病难看病贵"问题的缓解情况。基于深入的定性和定量分析,本文有针对性地提出四项建议:完善新型卫生服务网络,发挥各类医疗机构优势;统筹网络建设,实现信息资源全市共享;研发新型医疗技术配置,降低农民就医诊疗成本;建立新型人才流动模式,提高乡镇卫生医疗水平。

The research investigate the peasants＇ utilization of Service of Designated Medical Institutions of New Cooperative Medical Scheme（NCMS） and situation of＂the difficulty and high cost of getting medical service＂.Based on the deep qualitative and quantitative analysis,this paper proposes pointedly four suggestions： Improve the new health service network,take full advantage of all kinds of medical institutions,share the health information,innovate independently in science and technology,the rational flow of trained personnel should not only be allowed but also be encouraged,and solve＂medical treatment is difficult＂and＂medical treatment is expensive＂problems.
