摘要
中西部地区人力资源竞争力水平较低,主要原因在于其政策开放滞后于东部沿海地区。但由于户籍管理制度、人事管理制度、社会保险等约束,人才跨地区流动的风险太大。因此,健全人力资源激励约束机制,破除体制性障碍是提高各地区人力资源竞争力的根本所在。
The Midwest human resources competitive level is low;the main reason is that its policy lags behind the eastern coastal areas.But because of the management system of the household register,personnel management system,social insurance and other constraints,the risk of talent flowing across the region is too big.Therefore,perfecting incentive-restricted mechanism of human resources,abolishing the institutional obstacles are the root to improve the competitiveness of regional human resources.
