摘要
转移支付对甘肃省公共服务支出的影响力小于本省财力对其的影响力,这说明转移支付制度有不合理之处。为了更好地体现财政转移支付对公共服务均等化的效应,有必要从以下方面进行改进:争取中央财政转移支付的重点在一般性转移支付,完善省以下财政转移支付制度。
The influence of transfer payments on public service spending of Gansu province is less than that of financial resources of Gansu province,this shows that the transfer payment system has shortcomings.In order to better reflect the effect of financial transfer payments equalization,it is necessary to improve from the following aspects： fighting for the key of the central financial transfer payment is in the general transfer payments,and we should perfect the financial transfer payment system under provinces.
