县域城乡规划管理信息化体系的建设与应用——以广东省增城市为例

Application of Urban and Rural Planning Management Information Platform at County Level:A Case Study of Zengcheng

以增城市为案例,分析了县域城乡规划管理信息化平台的总体构架、主要技术特征与实际应用效果,并从服务理念、服务内容和服务体系三方面与全国县域基本竞争力排在前列的七个县级市进行了对比分析。研究认为,以基础层、管理层和服务层构成的平台构架是一种适用于县域城乡规划信息化的创新发展模式,该模式在低成本、实用性的导向下,通过采用软件数化、面向服务构架、数据增量更新、元胞自动机和矢量-栅格透明化处理等技术可以有效解决当前困扰县域规划信息化的一些重要问题,从而顺利推进规划信息化工作的步伐。

Taking Zengcheng as an example, this paper studies the application of the innovative system of informationization platform for urban planning management at county level. In the paper the system＇s framework, main techniques used in the system and effects achieved in the application practice are analyzed, and the system is compared with those in seven most developed counties in China in the aspects of service conception, service contents and service system. It is considered that the system framework made of three levels including basic data, database management and application service would be an appropriate model for county-level planning informationization development, and with the principle of low cost and practical applicability, techniques of software datalization, service-oriented architecture, data increment updating, CA mode and vector-grid hyalinization would be useful to solve some important problems in the process of county-level planning informationization.
