摘要 对电气化铁路、城市轨道交通建设项目电磁环境影响评价标准及其应用进行了回顾。对照国际主流电磁防护标准,分析了现行标准及其应用中存在的问题,包括电磁辐射防护标准技术原则不科学、标准限值过严,电视接收影响评价引用CCIR标准有误、规范性欠缺。提出遵循预防性防护技术原则、参照国际标准导则修订完善现有标准的建议,要求有关电视接收的影响评价正确引用标准,规范相关参数和标准值。 Author reviewed the evaluation standards and their application of electro-magnetic ambient effect for electrified railways and urban rail transit construction projects, and by contrasting to the international mainstream protection standards, analysed current domestic standards and existing problems in the application including that technical principles of electro-magnetic protection are not scientifical, limiting values are too strict, errors exist in introducing CCIR standards for the evaluation of TV reception effect, lack of specialization. Then the author proposes to improve the current standards following the principles of prevention protection techniques, referring to the international standards guidelines, to establish acurate application standards for evaluating the TV reception effect, with related parameters and standard values specified.
