An Analysis on the Usefulness of Properties Declaration System of Civil Servant in China

文中拟建立制度有效性的分析框架,对我国公务员财产申报制度从目标体系、制度装置、制度环境等几个方面进行分析与检验,从而指出了影响我国公务员财产申报制度有效发挥的主要因素:制度装置与目标体系不完全适应,制度的硬环境与软环境不够成熟等,进而提出有助于这一制度发挥效用的制度安排。

By putting forward the analytical frame for the system usefulness,the article researches the properties declaration system of civil servant in China on system target,system equipment and system environment.Then,the article points out the main aspects that reduce the system usefulness and gives some suggestions to improve these.
