信息化背景下侦查效益的最大化——以公安大情报系统建设为视角

Maximization of the detection efficiency under the information background——From the perspective of the construction of public security intelligence system

侦查效益最大化是指在现有的侦查资源条件下,以最低最少的侦查成本投入获取最优最满意的侦查收益。提高侦查效益的方法有两种：一是在收益既定的情况下减少侦查成本;二是在成本既定的情况下优化资源配置。在目前信息科学技术迅猛发展的情况下,加快构建以信息化应用为支撑、以情报信息研判为主要内容、以服务于警务决策为目标的公安大情报系统,有效整合各类信息资源,充分发挥情报在侦查决策、打击犯罪、重点人员动态管控、重大事件预警等工作中的主导作用,不失为提高侦查效益的一种有效途径。

The maximization of the detection efficiency refers,under the existing condition of the investigation resources,to get the most satisfying investigation proceeds with the lowest and minimum detection cost.Improve the detection efficiency in two ways：the first is to reduce the cost of the investigation to get the established proceeds;the second is to optimize resource allocation in the case of the given cost.In the current rapid development of information science and technology,it is an effective way to improve detection efficiency by accelerating the construction of the large information system of information technology application as a support, intelligence information judge as the main content and to serve the public security police decision -making as the goal, effectively integrating various information resources,and fully playing the leading role of the intelligence in the investigation decision,the fight against crime,the dynamic control of key personnel and the early warning of major events.
