The balanced development of elementary teachers is the current focus and is very important on the development of compulsory education.The paper,based on the present situation of the distribution of element teachers in cities and countryside,analyzes the status and the causes,and explores the way for promoting the balanced development by ensuring the balance,exchanging teachers reasonably and training teachers in order to promote the balanced development of compulsory education.
