摘要
本文运用带激励偏好的双激励控制线方法,建立了高技术产业科技活动的动态综合评价模型,对我国12个高技术产业在2005年至2009年的科技活动进行了动态实证评价,计算出各评价对象在各阶段的"激励"或"惩罚"大小,较好地反映了12个高技术产业科技活动的动态变化,并从纵向时间角度和横向产业个体和整体角度分析了各个高技术产业科技活动的差异性特征,剖析了造成差异的原因,并给出相关结论。
Dynamic Comprehensive Evaluation on technology activities of high-tech institutions was set up by the dynamic time assembled, based on the method of dual-excitation control lines with preferred incentives. Then the paper made a dynamic practice evaluation of technology activities of twelve high-tech institutions in China from 2005 to 2009 , and gave the "incen- tive" and the "punishment" size through calculating the objects at every stage of the evaluation, and reflected the dynamics difference of technology activities of twelve high-tech institutions. Finally the paper analyzed the reasons that caused the discrepancy from the space and time perspective, which makes an important significance.
