摘要
油葫芦泊水库是位于唐山市丰南区西部与丰润区交界处的一座中型平原水库,水库自建成后一直未蓄水,始终未能发挥其设计功能和作用,2009年5月唐山市水务局拟将该水库报废。水库报废后其原有保护范围仍然存在沥涝等灾害风险,通过风险识别和风险计算,对水库报废后果进行分析评价,为油葫芦泊水库工程报废提供了决策依据。
Youhulupo reservoir is a medium-sized plain reservoir,which located at the junction in Fengnan Area west and Fengrun Area of Tangshan.The reservoir had been unable to storage after the completion,and failed to exert its function and role of the reservoir original design.In May 2009,Water Resource Bureau of Tangshan wanted to scrap this reservoir.Due to the reservoir would still exist the risk of flood and waterlogging disaster etc.in the original scope of protection after the reservoir would be scrapped,this paper has analyzed and evaluated the reservoir scrap consequences by means of the risk identification and the risk calculations,and provided the basis for decision-making in which Youhulupo reservoir project would be scrapped.
