Analysis Method and Application of Economic Standard for Flood Control

经济防洪标准是通过不同防洪标准的防洪效益(或减免的洪灾经济损失)与需要投入的防洪费用的对比分析,选定经济上最优的防洪标准。总结了经济防洪标准的研究现状与一般分析步骤,提出了经济防洪标准计算和运用中应注意的主要问题。通过案例给出了具体分析过程,根据防洪标准与总损失、边际效益费用比的关系,得出边际效益费用比为1时相应的经济防洪标准为70 a一遇。

Economic flood control standard is the economically optimal flood control standard,which is determined by the comparative analysis of flood control benefits（or reduced flooding economic losses） and the flood control expenses of different flood control standard.The research situation of economic flood control standard and the general analysis steps are summarized in this paper,and the main problems that should pay attention to during the calculation and application of economic flood control standard are discussed as well through specific case analysis.According to relationship of the flood control standard,total loss and the marginal benefit costs in the case,the economic flood control standard is 70 years when the marginal benefit cost ratio is 1.
