摘要 以配电网为研究对象,提出一种基于价值工程理论和用户可靠性需求,利用多个可靠性指标综合定价的可靠性电价方案。应用层次分析法,通过专家、用户和供电部门对可靠性指标两两评价打分,建立比较判断矩阵,计算该矩阵特征向量并进行一致性检验,确定各可靠性指标对配电网电价影响程度的综合权重。通过对RBTS-BUS6算例分析表明,该方法能够有效弥补现有忽略可靠性价值定价方法的不足,兼顾供电商和用户经济利益,体现电力市场机制的运行特点。 Taking distribution network as a study object, a comprehensive model for pricing the electricity is proposed based on the value engineering (VE) theory and the customers' reliability demands. The electricity is priced by weighting the benefits associating with the reliability indices. A comparison matrix for different reliability indices is established based on a wide investigation into the experts, customers and power supplies. The analytic hierarchy process (AHP) is used to calculate the weight coefficients of influence factors based on the comparison matrix, the eigenvector calculation and consistency check. Case studies on the RBTS-BUS6 show that the proposed model can overcome the shortcomings of the traditional methods without considering the reliability benefits, consider both the supplier and the customer's benefits and indicate the feature of market mechanism.
