By investigating the mixed living pattern, living environment of Xinjiang people and the interdependent relationship between Han and Minorities as well as the political, economic, cultural relations of Xinjiang to successive central imperial courts and based on many historical materials about the communications between Han and the minorities, this article objectively expounds the basis of the emergence, existing and development of bilingual education in Xinjiang.
