俄罗斯还处在转型之中,现在的体制已从原来的＂家长式＂解脱了出来,但是,却仍然过于零散与混乱,还不能像联邦体制那样运作。

Soviet Union implemented 'free healthcare for all'.The government took the leading role in healthcare system like a bossy 'director'.She lacked investment,emphasized on quantity instead of quality,which became the barriers for the improvement of people's health and healthcare service.After Soviet Union fell apart,Russia began aggressive healthcare reform,and the government decided to allocate the power to provincial and local government.This action leads to separation of rights and management,and the lack of government role in healthcare system.
