提升文化软实力指向下的滨海新区文化产业创新战略研究

Innovative Strategic Study on Binhai New Area Cultural Industry Directed by Advancing Cultural Industry Soft Power

中共中央要求滨海新区建设成为新兴文化产业的策源地、国家级文化产业示范园区与环渤海地区文化产业中心城市。滨海新区未来文化产业应当走比较优势、特色发展、错位发展之路。应将体制机制创新、结构创新、模式创新、科技创新、金融创新、管理创新等作为着力点,在资源优化、结构调整、吸引多元资金、产业集群发展、吸引高端人才、保护知识产权、参与国际文化贸易等方面突破发展瓶颈;逐步形成"政府主导、多元主体、资源整合、国际接轨"的发展格局;构建"文化+创意+高科技+商业策划"的发展模式;依托京津冀,服务环渤海,面向东北亚,构建"京津文化产业带",增强区域辐射力和竞争力,在"十二五"时期将文化产业培育成支柱产业。

Central Committee of the Communist Party of China demands that Binhai New Area builds itself as an original place of new cultural industry, a state-class demonstrator of cultural industry and a centre of cultural industry in circum-Bohaiarea. The future cultural industry in Binhai New Area should characterize itself by comparatire supremacy, distinctive development and stagyered development. Depending on innovations in mechanism, structure, model, science and technology, finance, and manage, the industry should break development bottlenecks in optimizing resources, adjusting structure, attracting muti-channel capital, cultivating mature enterprises, developing industry groups, attracting talented people, protecting intellectual property rights and taking part in international cultural trade. It should gradually form a development pattern that characterizes by government leading, multi-main body, resources reorganizing and internationalization. Its new model should be constructed with ＂culture ＋ originality ＋ high science and technology ＋ commerce plan＂. Relying on its special position surrounding by Beijing, Tianjin and Hebei Prorince, serving for circum-Bohai area, facing Northeast Asia, the future cultural industry in Binhai New Area will be a pillar industry during the 12th Five-Year Plan by constructing ＂Beijing, Tianjin cultural industry zone＂ and strengthening its radiate force and comprehensive force.
