摘要
低层次快速工业化和城镇空间连绵化是当前广东省城市更新面临的两大核心问题。长期以来城镇建设用地的低效开发带来土地存量资源的严重不足。为突破城镇建设中土地资源的瓶颈,广东省全面推动实施"三旧改造"规划,寄希望于通过全面拆迁改造实现城市产业升级和空间重构的双重目标。本文从规划思想、公益保障、组织模式、资格准入、成本核算、规划衔接、制度建设等方面辩证分析了"三旧改造"规划实施的正负影响,提出只有在总结"三旧改造"实践经验的基础上,不断创新城市更新的规划思路和技术方法,坚持推进城市更新的制度化建设,继续完善现有的城市更新体制,才能突破当前珠三角土地资源贫乏的发展困境,推动广东省乃至我国城镇建设走上集约、高效、可持续的发展之路。
Guangdong province faces two core problems of rapid industrialization and low-level stretch of space in its urban renewal. So it implements the "Three Old Reforms" plan to promote industry and reconstruct space in order to break the limitation of the land resource. This article analyzes the positive and negative effects of the "Three Old Reforms" plans' implementation from the angle of planning ideology, public security, organizational model, eligibility access, cost accounting, programming interface, system construction and other aspects. Only on the basis of the "Three Old Reforms" practice experience, innovative ideas and technical methods of urban renewal planning, implementation of the institutional building of urban renewal and improvement of the existing urban renewal system, can it break the current land resource-poor condition in Guangdong Province and promote our urban-construction with intensive, efficient and sustainable methods.
