摘要
本文从调研湖南省市、县两级公共图书馆实施免费开放及其相关问题入手,重点探讨如何建立县级图书馆免费开放保障机制问题,为地方各级文化、财政部门全面落实《文化部财政部关于推进全国美术馆公共图书馆文化馆(站)免费开放工作的意见》提供参考。
According to the problems of free open services in public libraries（focus to city and county libraries） in Hunan Province this paper discusses how to establish free protection mechanism of county public library,to solve the key problems long-term disturbed in construction of city and county libraries and restricted their existence and development in order to provide reference for the full implementation of the＂Proposals on Promoting the Work of Free Open to Public in Art Gallery,Public Library and Cultural Center of Ministry of Culture and Ministry of Finance＂by local departments for culture and finance at various levels.
