摘要
专利实力是一个地区科技竞争力的重要因素。对区域的专利实力进行分析和评价,有利于发现区域专利工作的不足之处,从而采取针对性措施提升专利实力。在对国内外有关专利实力评估文献进行调研的基础上,咨询了多位知识产权领域的专家学者,设计了一套可操作和量化的我国区域专利实力评价指标体系,然后运用模糊综合评价方法对北京市在我国31个地区中的专利实力水平进行了实证研究,并对评价结果进行了分析,提出了一些建议。
Patent strength is the key factor of regional science and technology contest.The analysis and evaluation of regional patent strength will be beneficial to find the flaws in regional patent work,and then effective measures can be taken to promote the patent strength.In this paper,after researching literatures on the assessments of patent strength at home and abroad,as well as on the basis of consulting several scholars and experts in the field of intellectual property right,this paper brings forward a set of manipulative and quantitative index system for the evaluation of domestic regional patent strength.Then,the empirical research is made by using the fuzzy comprehensive evaluation for the patent strength of Beijing in 31 areas of China.And then the paper gives some advices after analyzing the evaluation results.
