Discussion on Raising the Level of Lightening Protection Administrative Enforcement for Grassroots Meteorological Departments

分析了基层气象部门防雷行政执法工作的现状和存在的突出问题,联系实际探讨了正确处理防雷工作的四大部分关系、建立健全气象行政执法机构、强化执法队伍整体素质建设、建立防雷行政执法联合协作机制、梳理执法依据、规范执法程序处罚幅度和证据、加大查处力度等一系列提高基层气象部门防雷行政执法水平的对策。

In this paper,the current status and outstanding problems of lightening protection administrative enforcement are analyzed.The relationship of four major tasks of lightening protection is discussed with practice and a series of methods for raising the level of law enforcement of lightening protection enforcement of grassroots meteorological departments are listed,such as establishing and improving the meteorological law enforcement administrative institutions,strengthening the overall quality of law enforcement personnel,establishing law enforcement coordination mechanism,arranging the basis of law enforcement,regulating law enforcement procedures and penalties range,intensifying the investigation and so on.
