目的:对于公共政策评价指标体系构建的理论以及思路方法做出系统的梳理和总结,有利于明确构建公共政策评价指标体系的思路。方法:对政府绩效评价,工程管理评价等相关学科比较成熟的绩效评估方法加以借鉴,结合医药卫生领域已有的绩效评估的经验,同时根据定量统计学方面的一些方法进行总结。结果:公共政策的评价过程往往和复杂性联系在一起,其多元性的特点造成评价过程的不确定性,但思路、理论基础以及方法具有相似性。结论:当前我国正在进行的医药卫生体制改革领域的监测评估过程同样面临此类问题。面对全新的课题。可以应用该思路和方法在针对医药卫生体制改革领域的监测评估中进行多角度的尝试。

Objective： To give a summary of the theory and methods on the construction of core public policy evaluation index system to show a clear idea of the construction of the evaluation index system for public policy. Methods： Using the evaluation of government performance, project management evaluation and other related disciplines of performance evaluation, and combining with the experience of performance evaluation in medical area, the quantitative statistical methods are summarized. Results： The evaluation of public policy＇ s complexity is with its diversity. It usually cannot find the effect of public policy system with very few significant indicators, but the ideas, theories and methods are similarity. Conclusion： The same thing happens in the ongoing health care reform in China. Facing the new challenges, the ideas and methods can be applied in the field of medical and health system for monitoring and evaluation with multi-point attempts.
