中医医院经济效益低下原因分析

Analysis of Low Economic Efficiency in Traditional Chinese Medicine Hospitals

目的:探讨中医医院经济效益低下的原因。方法:对国家中医药管理局《全国中医药统计摘编》2002—2008年统计数据进行分析,分别对中医医院、中医门诊部、中医诊所与西医医院机构数量、人均日诊疗人次、收支情况以及药品收入情况进行分析比较,寻找中医医院经济效益低下的原因。结果:中医医院门诊、中医门诊部以及中医诊所日人均诊疗次数、药品收入比例以及门诊药品收入比例高于西医医院,而住院药品收入比例远远低于西医院。结论:中医医院门诊药品具有良好的经济效益,具有广阔的发展空间;与西医医院不同,在中医医院病房会导致医院对检查设备和资源的大量投入,使中医医院运行成本大大增高,经济效益明显下降。所以,中医医疗结构需要改革,应着重发展门诊部或诊所,充分发挥中医简、便、廉、验的特色服务于大众。

Objective： To investigate the causes of low economic efficiency of traditional Chinese medicine hospitals. Methods： Analyzing the statistical data from Traditional Chinese Medicine and Statistics Excerpts from 2002 to 2008, analysis and comparison are done to the number of traditional Chinese medicine hospitals, traditional Chinese medicine clinics, Chinese medicine clinics and Western medicine hospitals, per capita daily clinic visits, revenue and drug expenditure analysis to find the causes of low economic effi cieney of traditional Chinese medicine hospitals. Results： The per capita number of clinics, drng-income ratio, and outpatient drug income in traditional Chinese medicine hospitals, traditional Chinese medicine clinics and traditional Chinese medicine departments are higher than those in Western hospitals, but the proportion of hospital drug income is far below the Western hospitals. Conclusion： Traditional Chinese medicine hospital outpatient drugs are in good economic returns and have a broad development space. Traditional Chinese medicine hospitals will lead to a large number of inspection equipment and resources investment. Traditional Chinese medicine hospitals operating cost is much higher in economic benefit. Therefore, it is necessary to reform the structure of traditional Chinese medicine with the focus on the development of out-patient departments or clinics, to give full play to traditional Chinese medicines＇ simply, convenient, inexpensive and effective in the public service.
