摘要
公共气象效益评估是落实中国气象事业发展战略和推进气象业务技术体制改革,增进政府及社会各界对气象事业发展的重要手段。本文在讨论SaaS概念和公共气象效益评估平台功能后,在SaaS模式与传统模式比较的基础上,分析基于SaaS软件服务模式在公共气象效益评估中的优势,提出基于SaaS软件服务模式的公共气象效益评估解决方案,构建基于SaaS软件服务模式的逻辑体系结构。
Public meteorological benefit assessment is an important means which implements China meteorological service development strategy and promotes meteorological business technology system reform and improves the government and the society from all walks of life to the development of meteorological service.After the discussion of SaaS concept and functions of public meteorological benefit assessment platform,on the basis of comparison in SaaS model and the traditional model,this paper analyzes the advantage of SaaS-based software service model in public meteorological benefit assessment,then proposes the solutions of public meteorological benefit assessment based on the software service model of SaaS,lastly builds the logic system structure based on the software service model of SaaS.
