唐代中书舍人的“侍奉进奏”与“参议表章”

传统上认为,中书舍人的"侍奉进奏"和"参议表章"是两类性质不同的职掌。"侍奉进奏"是将章表奏达皇帝的一个程序;而"参议表章"是在皇帝接受了章表之后,将其出付中书舍人进行商量,提出初步处理意见,以供皇帝决策时采择。其实唐代中书舍人"侍奉进奏"与"参议表章"并不是两类不同性质的职掌,"侍奉进奏"即包含有"参议表章"的意思。

it was the traditional opinion that＂court secretaries＇presentation of memorials to the throne＂and＂communication of the received memorials to court secretaries for consultation＂were two different duties.Actually,the former is a system of transferring documents to the emperor while the latter was a system of giving out processed documents to court secretaries.They were not two different duties,with the former including the latter.
