The creation of one＇s minds,though maybe intangible,is defined in law as his property.The intellectual property rights are so protected.In allocative mechanism of market economy,the intellectual property are playing an important part of endogenous variable in the economic growth.However,the market failure justifies the government intervention.The paper holds that the incentive mechanism is one way of government＇s institutional involvement into the intellectual property market.Together with the IP regimes and standards,it promotes scientific and technological innovation and progress.
