摘要
近年来我国食品安全事故频发,公民的生命健康权受到严重损害。引起我国食品安全事故的关键所在是市场失灵,主要表现为食品生产的垄断性、负外部性和信息不对称,食品安全仅靠市场机制无法得以根本解决。为此,有必要从构建独立监管机构、公共治理模式和行政问责机制等方面采取措施,加强监管。
In seriously damaged food production only by market governance and recent years, China＇s food safety incidents occurred frequently, life and health of citizens is seriously damaged. China＇s food safety incidents are mainly caused by market failure, which mainly reflected monopoly, negative externalities and asymmetric information, food safety can not be solved mechanism. It is necessary to build an independent regula administrative accountability mechanism for taking measures to tory agencies from the public strengthen supervision.
