摘要 公开选拔、竞争上岗等竞争性选拔干部的方式是人事制度的重大创新,公开选拔、竞争上岗等选拔干部的方式有利于减少在领导干部选拔任用上的失误和不良倾向,能在一定程度上确保干部用人制度的公开和透明。然而,目前公开选拔、竞争上岗等干部选拔方式在具体操作层面还存在一些问题,需要针对这些问题加以完善,突出岗位特点,注重能力实绩,确保公开选拔、竞争上岗等创新选拔干部的方式更趋于合理、公平、公正,在选人用人上发挥出更大的效能。 Such competitive administrator-selecting methods as open selection and running for posts as an important innovation in personnel system facilitate the reduction of mistakes and harmful trends in administrator selection and appointment and ensure the publicity and transparency of the system.However,there exist some problems in the specific execution of the present administrator-selecting methods such as the open selection and running for posts.Measures targeting these problems should be taken to perfect the present system by highlighting post characteristics and emphasizing competency and performance so that the system will be made more reasonable,fair,just and effective.
