摘要
学界关于"侦查能力"这一基本概念的深入探讨仍然很有必要。"侦查能力"的定义应当从两个层面进行界定:宏观层面上侦查群体的主观条件与微观层面上侦查员的个性心理特征。侦查能力的构成要素有:主体要素和载体要素,主体要素应当细分为侦查组织、侦查团体、侦查个体。研究侦查能力必须重点把握其三个主要特征:主观能动性、实践性、综合性。
It is still necessary to further discuss the basic concept of ＂detective competency＂ in the academic circle.＂Detective competency＂ can be defined in two ways： macro and micro.The macro way refers to the subjective condition pertaining to the group of detectives while the micro way refers to the personal psychological characteristics of individual detectives.The main components of detective competency are： main elements and vector elements.The main elements can be divided further into detective organization,detective group and detective individuals.The detective competency should have three features： initiatives,practice and comprehensiveness.
