摘要
悬赏通告也被称为悬赏通缉,是一种特殊性侦查措施,在侦查破案中发挥着重要的作用。侦查机关对社会的控制面毕竟有限,而且侦查机关在客观上受警力、财政和情报等制约,在打击犯罪上有时显得捉襟见肘,这使得发动群众特别是鼓励知情群众提供线索和协助抓获罪犯破获案件成为可能乃至必需。但同时必须看到,由于立法的缺陷及其它方面的原因,悬赏通告在公安司法实践中亦产生了不少问题,引发了不少纷争。
As one of the special detective measures,a wanted notice which is also called a wanted poster with a reward for the capture of a fugitive plays a significant role in investigating and solving a case.It is indispensible for the public to offer valuable clues,assist police in capturing criminals and solving cases because detective agencies＇control over society is,after all,limited. Furthermore,these agencies are actually restrained by availability of funds and information.Meanwhile,it is worth noting a wanted notice with a reward has brought about many problems and controversies in practice because of flaws in legislation.
