我国宽带发展面临多种机遇和挑战

China’s broadband facing opportunities and challenges

当前,国际金融危机使各国都在探索新的经济增长点,宽带化战略应运而生,宽带网络成为战略性新兴产业的重要支柱之一。接入速率、宽带普及率和上网资费是宽带化的主要指标。相对而言,我国的宽带发展与发达国家相比还有不少差距,两化融合、三网融合、物联网、云计算等为宽带提供发展机遇,但宽带还面临频率、能耗、投资回报、安全管理等挑战。

At present,the international financial crisis makes each country explore new economic growth point,then broadband strategics emerge with broadband network becoming one of the important pillar in strategic emerging industries.Access rate,broadband penetration rate and internet charge are main indicators of broadband.The development of broadband is driven by several factors: first,the mobile internet promotes the demand of mobile broadband;second,three-network convergence pushes the development of broadband network and services;third,sector application requires the supporting of broadband.Although broadband in China has made rapid progress,there are still quite a few disadvantages and challenges: first,frequency of scarce resources;second,business model and investment return;third,security;fourth,energy conservation and emission reduction.The social benefit of broadband is greater than direct economic benefit to the operators.The development of broadband is not just the market behavior,but need government leading,so the following policy tasks should be completed: the first is to resolve the problem of scarce frequency resource;the second is to create an enabling management system for three-network convergence;the third is to get balance between information security and broadband development;the fourth is to impose appropriate regulation oninterconnection and formulate policies on interconnection charges;the fifth is to improve market access.
